So the start date is derived, not chosen. Work backwards through contract and notice periods, background checks, FERPA training, access provisioning, and then the domain ramp on your student-information and learning-management integrations. Whatever that totals, the requisition sits before it — which in practice means hiring in spring for an autumn term.
Public institutions carry a second constraint that catches teams out: a fiscal year that turns over mid-summer, so the purchase order can only be raised in July for a person who needed to start in June. Aligning procurement with the calendar is part of the plan, not an administrative afterthought.
How do FERPA obligations apply to contract engineers?
FERPA governs education records, and a contractor who can see a grade, a schedule, a disciplinary note or a financial-aid file is inside its scope. The usual route is the school-official exception, which requires a legitimate educational interest and the institution retaining direct control over how the contractor uses and re-discloses the records.
In practice that means training before access, a written statement of which records the person may touch and for what purpose, an explicit prohibition on re-disclosure, and removal at term end. Directory-information rules and any student or parental opt-outs need to be represented in test data as well, or a demonstration environment quietly becomes a disclosure.
The strongest control is not needing the data at all. Masked or synthetic student records cover most development and testing; real-record access is then limited to a named few people for a defined window, which is far easier to justify to a registrar and to remove afterwards.
Why is accessibility a hiring criterion rather than a review step?
Section 508 already binds federal agencies and federally funded programmes to WCAG 2.0 AA. The DOJ ADA Title II rule sets WCAG 2.1 AA for state and local government entities, including public schools and universities, with compliance due 26 April 2027 for entities serving populations of 50,000 or more and 26 April 2028 for smaller ones.
Retrofitting a term's worth of new interfaces to meet that is dramatically more expensive than hiring people who write accessible markup by habit. Which makes accessibility a screening question, not a late-stage audit: ask a candidate to describe keyboard navigation for a custom component, what a screen reader announces for it, or why a status shown only by colour fails. Five minutes at interview changes a year of output.
It also reaches beyond the interface. Captioning workflows, document accessibility inside the learning-management system, and conformance checks on third-party tools you procure all land on the same engineering team, and all count towards the same deadline.
How do enrolment spikes change what you staff for?
Education load is bursty in hours rather than months. Registration opens, results publish, aid disburses — and between those events the same systems sit largely idle. That is a very different capacity problem from a retail season or a steady-state platform.
It shapes the work an augmented engineer should own: queueing, caching, rate limiting and graceful degradation on the specific paths that spike, plus a rehearsal against last year's peak shape before the date rather than an abstract load test.
It also shapes coverage. You need engineers awake at registration open — frequently very early in the morning local time — for a handful of known dates, not a permanent rota. Agreeing those specific windows in the contract is cheaper and more honest than buying round-the-clock cover you will use four times.
